Learnability evaluation tool

Hi, I work on a 'tacit knowledge transfer model'. The first step in its four stage process is 'preparation'. I need to evaluate the learnability of the knowledge recipient after the preparation phase. Have any of you come across such an instrument, which will help in assessing the preparedness of the knowledge recipent to accept new knowledge. The factors of this learnability are 'receptivity, need realization, dispassion about status-quo, motivation, and self restraint'
